In this course, you will learn the basic knowledge of police law, criminal investigation and other related topics regarding public safety in Japan.

The pupose of this course is to understand the analytical framework for policy design regarding public safety in Japan.

The professer has been working for the National Police Agency (NPA) for twenty-five years and she will be at SFC until March 2022.

Students will be graded based on class attendance, assignments and final report.

授業計画

第1回 Introduction

I will explain the scheduled plan and the grading policy.
I will talk about the data on public safety in Japan as introduction to this course.

第2回 Police law (1)

Basic knowledge of police law in Japan. Police history, current police system and police organization.

第3回 Police law (2)

Human resources, budget of Japan police, and theory on limitation of police power.

第4回 Police law (3)

The police reforms and their influence.

第5回 Special lecture "Intelligence"

Mr. Yoshiki Kobayashi, professor at Meiji University, former Councilor and senior analyst of the Cabinet Intelligence and Research Office, gives a special lecture on "Intelligence." He was a professor at SFC from April 2010 to March 2013.

第6回 Criminal procedure

Basic knowledge of criminal procedure.

第7回 Special lecture " International terrorism"

The senior officer of the National Police Agency gives a special lecture on "International terrorism."

第8回 Comprehensive approach to crime prevention

The comprehensive approach to crime prevention.

第9回 Recent criminal legislation amendments

The recent amendments to the Penal Code regarding sexual offences.

第10回 Special lecture "Cyber security"

Mr. Noboru Nakatani, an executive officer of Yahoo Japan, former executive director of the IGCI, Interpol Global Complex for Innovation in Singapore, gives a special lecture on cybersecurity.

第11回 Special lecture "Cybercrime situation"

Mr, Takashi Sato, the director of the cybercrime technology division of the National Police Agency gives a special lecture on cybercrime situations in Japan.

第12回 Current issue of public safety

Overview of some theme regarding current issue of public safety.

第13回 Current situation of police investigation

The situation surrounding police investigations.
