科目概要

This is a course on U.S. foreign policy with a specific focus on domestic factors which shapes and influences U.S. foreign policy making process. Despite the popular argument of U.S. retreat and decline, U.S. still remains the world's preeminent power. However, it is difficult to deny that U.S. is increasingly becoming an "exhausted power." The American public has become inward-looking as a result of a decade of excess intervention in the 2000s. The polarization of politics is having a negative effect on U.S. presence on the world stage. Budgetary constraint is limiting the overseas deployment of U.S. forces. The course will try to factor in the domestic constraints in foreign policy making as well as highlight the dynamics of interest group politics that shape foreign policy environment in the U.S.

Lecture, textbook, and term paper are all in English. Students are required to acquire basic facts and historical knowledge about U.S. foreign policy by reading such text as, Joyce P. Kaufman, A Concise History of U.S. Foreign Policy 3rd ed. (Lanham: Roman & Littlefield, 2014). This is not a course on U.S. diplomatic history. Rather, it will focus on inner dynamics of contemporary U.S. foreign policy making.

Does public opinion enlighten US foreign policy or is it a distraction?

You’ve all heard about Indian lobby, Jewish lobby, Taiwan lobby, and others.
There are also issue-oriented interest groups.
How powerful are they?
Do they get to the shape the policy?

America today is a “National Security State.”
Its reach encompass the globe.
How are those missions defined?


第12回 Economic Statecraft & Transnational Policy Issues

Sanctions and other economic state crafts have become an often used tool in foreign policy.
Is it effective?

Many of the issues US faces are transnational issues in nature which it cannot solve alone.
How is US doing on that front?
