研究会概要

目的・内容

●概要・目的：研究会B型（１）と（２）

宮代研究室は政治哲学と倫理学を中心のテーマとして扱います。政治哲学や倫理学に固有の問題は一般に、「どうなっているか」ということよりも、「どうあるべきか」ということに関わります。たとえば政治哲学では、古代ギリシャ以来、ごく簡単に言うと、「もっともすぐれた政治体制は何か」、すなわち「最善の体制は何か」ということが議論の中心にありました。政治哲学は、「これこれの政治体制は実際どのようになっているか」という事実に関する問いだけでなく、「そもそも政治体制はどうあるべきか」という問い、つまり「規範的」と形容される問いを扱います。本研究室では、こうした規範理論としての政治哲学や倫理学で議論されている問題群を取り上げ、考察します。

研究会B型（１）は、政治哲学と倫理学への導入を目的とし、それらの基本的な考え方を身に着けられるような文献を読み進めます。研究会B型（２）は、現代の政治哲学や倫理学で議論されている特定の問題について、個人研究や卒業プロジェクトを進めたい学生を対象にします。

●2020年度秋学期の内容

2020年度秋学期の研究会B型（１）では、Covid-19をめぐって我々が考えなければならない問題を、特に集団レベルの生命倫理学の観点から考察します。ワクチンや人工呼吸器へのアクセスを誰に対してどのように配分するか。利益の最大化を目指すべきか、公平性を考慮すべきか。功利主義や平等主義、優先主義など、現代の倫理学や政治哲学で重要な役割を果たしている立場を踏まえながら、医療資源の配分の問題を考えます。

そのために、輪読文献として、ボグナー＆広瀬『誰の健康が優先されるのか : 医療資源の倫理学』を指定します。この文献で示されている哲学上の論点を分析･検討することを通して、Covid-19に関する倫理的問題を議論します。その問題は具体的にはどのようなものか。例として、『誰の健康が優先されるのか』の一節を引用します。

「［…］多くの人々がインフルエンザの大流行に関する懸念を思い起こすことができるだろう。鳥インフルエンザあるいは豚インフルエンザが世界中で大流行する恐れがあったため、政府はワクチンの開発と備蓄を実施しようとしていた。ところが、新しい種類のウイルスが出現した場合、ワクチンが開発され十分な量が製造されるまでに数ヵ月かかる可能性がある。それと並行して、異なる患者集団の間で優先順位を設定する必要があるだろう。誰が最初に予防接種を受けるべきか。優先させるべきは、若者か高齢者か。すでに病気にかかっている者か、あるいはとりわけ感染する可能性が高い者か。扶養家族がいる者の優先順位を高くすることは公平か。多くの政府がインフルエンザ大流行時の行動計画を策定した。こうした行動計画において、政府はこれらの問いに答えなくてはならない。明らかに、これらは単なる技術的な問いではなく、部分的には倫理の問いである。」（『誰の健康が優先されるのか』第1章）

This research seminar deals with basic issues discussed in political and moral philosophy. In general, this branch of philosophy is interested in normative topics, not so much on what “is”, but rather on what “ought to be”. For example, since the times of Ancient Greece, political philosophy has been defined as the quest for the best regime. It addresses the question of what the ideal political regime ought to be. This seminar focuses on political and moral themes from philosophical perspectives.

In the fall semester 2020, this seminar will focus on problems raised by Covid-19, especially from the standpoint of population-level bioethics. How and to whom should we ration the access to vaccinations or to mechanical ventilator? Should we aim to maximize benefits, or take into account the claim of fairness? With reference to some important views in the contemporary political philosophy and ethics, such as utilitarianism, egalitarianism and prioritarianism, this seminar will discuss the allocation of health care resources.

In order to do so, we will refer to Bognar & Iwase, The Ethics of Health Care Rationing: an Introduction (translated in Japanese, Iwanami shoten, 2017). We will analyze and examine philosophical issues developed in this book, so as to discuss ethical problems on Covid-19. What sorts of issues are to be addressed? For example, it is worth mentioning this passage:

“Similarly, many readers might recall the worries about pandemic flu. Because of the fear of a worldwide avian or swine flu pandemic, governments are trying to develop and stockpile vaccines. However, if a new type of virus appears, it might take several months before a vaccine can be developed and produced in sufficient quantities. In the meantime, it will be necessary to set priorities among different patient groups. Who should be vaccinated first? Should it be the young or the old? Those who are already sick, or those who are particularly vulnerable? Is it fair to give priority to those who have dependents? Many governments have drawn up contingency plans for a pandemic. In these plans, they have to answer these questions. Clearly, these are partly ethical, rather than merely technical questions.” (Bognar & Iwase, The Ethics of Health Care Rationing)

この研究会は時間延長もありえますから、金曜日5限はスケジュールを空けておく必要があります。

輪読は、あらかじめグループ単位でレジュメの作成や論点の整理を行ない、その成果を授業内で発表するという形で進めます。したがって、授業時間以外にも準備のためにそれなりの時間を割かなければなりません。なお、学期末には小論文の作成が課されます。

授業スケジュール

一学期間を通しての輪読スケジュールは、2020年10月2日（金）予定の初回授業で決めます。

The first day of class will be devoted to a brief introduction on moral and political philosophy, and to fixing a schedule for group works and oral presentations.
