科目概要

本授業では、「安全」に関する「ガバナンス」として、日本の警察制度、刑事司法制度の概要を踏まえた上で、犯罪対策、犯罪統計、少年非行、児童虐待、性犯罪を中心に取り上げ、現状と課題を探求する。
　

The theme of this course is the "governance" of the "security" of Japan. Based on the overview of the police and criminal justice system, we will explore crime prevention, criminal statistics, juvenile delinquency, child abuse, and sexual crime, etc.

授業シラバス

主題と目標／授業の手法など

警察及び捜査の実務を踏まえ、安全に関する諸課題につき、その歴史的経緯、最近の状況、国際社会や我が国の取組についての知見を得ることを目標とする。ジェンダーと人権の視点から性犯罪について考える。

The object of this course is to get knowledge about the reality of the police and their investigation and then historical background, recent situation and measures taken by international community or the Japanese government regarding various security problems.
Think about sexual crimes from a gender and human rights perspective.

第1回 イントロダクション

第2回 警察法（１）
[Police Law 1]

 

警察の歴史、現行警察制度、警察組織について解説する。

The history of the police, the current police system and the police organization.

 

第3回 警察法（２）
[Police Law 2]

 

警察改革、刑事警察の変遷、客観証拠確保のための取組について解説する。

Police reform, changes in criminal policing, and efforts to secure objective evidence.

 

第4回 犯罪情勢
[State of crime]

 

犯罪統計、司法統計、暗数調査等を比較しつつ、刑事訴訟手続きと犯罪情勢について解説する。

Overview of the crime statistics, the judicial statistics, and the dark count surveys related to the criminal procedure.

 

第5回 犯罪対策と理論
[Theories of Crime Control]

 

犯罪対策理論について解説する。

Overview of the theories of crime control and the crime prevention.

 

第6回 性犯罪対策の現状と課題 
[Sexual Crime]

 

性暴力の実態と必要な対策について、最近の刑法改正等を踏まえて解説する。

Overview of the current status of sexual violence and necessary measures connected with  recent sexual offense-related penal code amendments.

 

第7回 犯罪と報道（特別講義）

報道記者から見た日本の犯罪情勢について、ベテラン大手新聞記者による特別講義。

明治大学小林良樹特任教授（元SFC教授）によるテロリズムに関する特別講義。

少年非行の実態、虐待や非行からの立直り支援の現状について、福岡県警察本部少年課所属の現役少年育成指導官（少年補導職員）による特別講義。
