研究会概要

目的・内容

近年、国際社会における中東地域の位置付けは、エネルギー安定供給の枠組みを離れ、例えば非国家主体が発する治安および安全保障上の脅威に結びつけられる傾向にあり、当事国にとっては不本意ながら、不安定を以て語られることが常態化しています。現代の中東は、地域諸国が併せ持っていた歴史的・伝統的な不安定要素に昨今のパワーポリティクスや紛争が重層的に加わることで、多くの課題に直面しており、脆さを隠し切れなくなっているとも言えます。 情報通信の発達に伴い、8000km以上離れている日本でも中東に関する玉石混淆の公開情報が容易かつ短時間のうちに入手できるようになっています。その下で、国際関係、安全保障、リアリズムなどの多角的な見地から、中東地域の諸問題をできるだけ客観的に精査・検討することに取り組んでみましょう。 今学期は特に、ペルシア湾を取り巻くイラン、サウジアラビア、UAE、カタルを軸に、緊張感あふれる地域情勢の分析に焦点をあてます。現在進行形で劇的に変貌を遂げつつある中東地域の安全保障環境について、講義、文献解読、事例研究、視聴覚教材の活用を通じて理解を深めることを目的とします。
なお、履修生の関心領域に合わせて、期末にシナリオケーススタディの手法を用いた分析を実施したいところですが、感染症の状況に鑑みて今期は断念します。代わりに、各人に映像を通じた時事問題の分析に力を入れてもらうつもりです。

In recent years, the Middle East region, to the detriment of nations, is increasingly viewed by the international community as a source of instability, which is a stark departure from its traditional role of being considered as a reliable source of energy for the global economy. Turmoil in the Middle East today poses various challenges to the world and the current quagmire is a result of accumulated traditional and historical elements of instability, associated with the more recent negative effects of power politics, conflicts, etc. that have been undertaken by regional and non-regional actors. With the information technology available to us today, despite the geographical distance with the Middle East and Japan, we are able to easily access open-source information, threat and thrum, almost immediately. Taking advantage of this environment, from the view point of international relations, security, realism, etc., why not engage in objectively scrutinizing the various issues in the Middle East?

評価方法

通常授業での報告および討論への参加は必須である。また学期中にレポート提出を課すことがある。
これらに期末に向けた課題の仕上がり状況を加味して、総合的に判断する。

Students will require to undertake presentations related to their areas of interest. Active participation during discussions is another requirement. Additionally, there may be a mid-term assignment to prepare a report related to the issues under discussion.
All these elements will be incorporated for the evaluation, along with the final assignment which may be a scenario case study.

客観的な分析や見解を目指すとしても、個々人のバックグラウンドや関心領域によって結果は必ずしも一律・一定になるわけではありません。任意の事象に対する論理的な説明が展開できる範囲において受講生諸氏の見解を最大限に尊重する方針ですので、受講生のみなさんにもそれを期待します。

Whatever we try to be totally objective in our analysis, there is always room for individuals’ knowledge background as well as his/her interest that would affect the outcome. Diversification of views on certain matters is welcomed in this seminar, so long as the theory is supported by a logically acceptable and fact-based analysis.
