科目概要
情報通信技術（ＩＣＴ）が潜在力を最大限発揮し経済成長と社会課題解決に貢献するには、技術が確立され、関連の製品が開発され、インフラが整備され、さらに、実際にその技術を活用する能力を人と社会が備えることが必要です。これは、市場や自由競争に任せているだけでは実現しないか、問題のある形で実現してしまうことが通常であり、様々な場面で政策介入が必要とされます。こうした政策の理解は、今後も出現していく新たなデジタル製品・技術を巡る社会のダイナミクスの予測や利用に資することになります。
本講義では、まず、携帯電話・インターネットなどのネットワーク技術を中心に、情報通信技術の社会展開を推進することの重要性を示すため、経済成長や社会問題解決にとっての情報通信技術の存在意義と情報通信技術に対する政策支援の必要性を解説します。また、政策理解に必要な基礎知識の解説を行います。
その上で、主な政策種類ごとに具体例を取り上げ、その立案の契機やもたらした影響などについて、国際比較の視点を採り入れながら議論します。また、今後のデジタル技術にかかわる政策に関する一定の検討課題を設定し、学生参加のもと議論を深める機会を設けます。
In order to utilize full potential of information and communications technologies (ICTs) for promoting economic growth and addressing various social issues, we need to take various steps such as 1) development of relevant technologies, 2) development of product and services, 3) expansion of infrastructure, and 4) building capacity of human and society to be ready to use ICTs. Policy intervention is necessary as these goals are hard to accomplish, if solely relying on market competition. Understanding such policies required to support technology will be helpful to predict and take advantage of social dynamics related to new digital products and services that are emerging now and will emerge in the coming future.
In the first stage of this course, explanation will be provided on importance of social expansion of ICTs, mainly focusing on network technologies such as mobile communications and the Internet. Basic knowledge required to understand relevant policies will be also introduced.
Then the course will pick up specific case studies for each sort of ICT policy practices, to discuss how that policy making was triggered and what impacts the policy brought about, with viewpoints of international comparison. In addition, students will be invited to participate in more active discussion on certain topic on future policy direction, which will be shown later in the course.

このため、（オンラインの）講義形式を基本としつつ、特に１．及び２．の能力向上に資する目的で、質疑、個人発表、授業後のレポート提出などを歓迎します。
The objectives are set as follows, taking into consideration the backgrounds described in the course summary.
1. Increasing ability to think constructively based on evidence
2. Increasing ability to consider interrelationship between human beings, society, technology and policy. In other words, it is to understand policy backgrounds and forecast the future.
3. Increasing understandings on specific ICT policy
The main format will be online lecture. However, discussions and student's presentation in the class and reporting after each class will be welcomed, as they much contribute to accomplishment of the first and second goals.

加えて、質疑、個人発表、授業後のレポート提出などの自発的参加があった場合には、その状況も加味します。

第1回 導入・世界のＩＣＴ普及状況
[Introduction of the course and overview of ICT penetrations in the world]
講義の目的・背景、参加方法、評価方法などを共有するとともに、主なネットワーク技術の世界各国における普及状況を概観する。
第2回 社会経済にとってのＩＣＴの意義（１）
[Importance of ICT for society and economy I]
固定通信・移動通信など重要なネットワークインフラの普及過程を概観しつつ、主に経済成長促進の観点から、社会資本としてのＩＣＴが果たす役割とそれに対する政策支援の必要性を解説する。
第3回 社会経済にとってのＩＣＴの意義（２）
[Importance of ICT for society and economy II]
行政、教育、医療などの分野におけるＩＣＴの利用状況を概観しつつ、主に社会課題解決の観点から、問題解決方法（ソリューション）としてのＩＣＴが果たす役割とそれに対する政策支援の必要性を解説する。
また、ＩＣＴの展開に伴う生じる負の側面とその解決のための政策の必要性についても言及する。
第4回 政策理解のための基礎知識
[Basic knowledge for understanding diffusion policies]
次回以降の講義に必要な基礎知識を解説する。ネットワーク外部性、バンドワゴン効果などネットワーク経済学の初歩的な概念や、事前規制、事後規制、法令、予算等の政策手法を想定。
第5回 基盤整備政策Ｉ
[nfrastructure development policy I]
電波等の稀少資源配分、補助金等の投資支援、競争政策における投資促進など、基盤設備の整備に直接的に影響を与える政策の具体例を２回に分けて議論する。
第6回 基盤整備政策Ⅱ
[Infrastructure development policy II]
前回の続きを行う。５Ｇなど主に最近の基盤整備政策の例に着目する。
第7回 利用者指向政策・需要側政策
[User-oriented policy and demand-side policy]
利用料金の低廉化、情報の非対称性を補うための消費者支援など、整備された設備の利用者に直接的に影響を与える政策の具体例を議論する。
第8回 移行促進政策
[Transition policy]
固定電話網のＩＰ網への移行など、旧技術から新技術への移行を促す政策について議論する。
第9回 分野別支援政策
[Sector specific policy]
電子政府の推進、教育ＩＣＴや医療ＩＣＴの推進など、ＩＣＴの利用拡大を目指す分野ごとの政策の具体例を議論する。また、第１２回以降の個人発表・全体討論に向けて課題設定を行う。

第10回 国際関係政策
[International policy]
国際会議・国際機関による政策形成、国際競争力向上など、国家・領域を超えて影響を与えることを目指す政策の具体例を議論する。特に国際競争力の視点では、研究開発を含めた政策類型をまたがる総合連携の重要性について触れる。
第11回 政策関係組織論
[Discussion on organizations related to policy making and implementation]
主要各国について、ＩＣＴ政策の立案・実施を担う行政組織や、主要なネットワーク事業者を概観し、共通点や相違点、ＩＣＴ展開状況との関係などを議論する。
