科目概要

This class aims for enhancing the understanding of contemporary international political economy, security and society mainly in East Asia through examining theories, policy frameworks and practices. All sessions are conducted in English.

”Region” could be defined in various terms. In international relations, it generally indicates the multilateral groupings of neighboring nations. However, when it comes to the term regionalism, it suggests a functional relation that bundles multiple nations with their political, economic and cultural inheritance, often based on the geographical advantages. Region could be formed either inherently or arbitrary. Thus, the "Region/Regionalism" is a dynamic concept of geopolitics/economics, which rests between the global governance, the bilateral rational choice of the government, and people's perceptions.

This course specifically focuses on following agendas: 1)theory and practices of regionalism in East Asia, 2)security in Asia-Pacific region, 3)Japan’s foreign policy on regionalism.

Learning Assessments and Course Objectives

Understanding and evaluating the dynamics of international security and political-economy of Northeast Asia, Southeast Asia and Asia-Pacific region.

Understanding the major theoretical traditions, developments and application to the international relation in Asia.

Identifying and analyzing the contemporary policy agenda, major security, economic and societal challenge in Asia.

Grasping the grand-debates in major foreign policy journals: Foreign Affairs, Washington Quarterly, Foreign Policy, Survival, International Affairs, International Security, Pacific Affairs, Asian Survey…etc.

Course grades will be calculated in the following manner: Class attendance and Participation 20% Mid-term Report 40% Final Research Paper 40%

第1回 Introduction: Course Description and Orientation

What is the definition of "Region" and "Regionalism"? How are they different from common understanding of geographical divide?


第2回 Regionalism and Reginalization in Asia

Classic theory of regionalism can be found in Bella Ballasa's progressive approach. How much is it relevant in today's world? What is the "Third Wave of Regionalism" (Jagdish Bhagwati and Yoshinobu Yamamoto)?


第3回 Economic Dimension of Regionalism (Trade and Investment)

Defacto regionalism driven by business and production networks VS. Dejure regionalism driven by FTAs, EPAs and multilateral trade frameworks.


第4回 Political Dimension of Regionalism (Democracy and Democratic Transition)

Why democracy is falling back? It is often said that economic growth and democratization go in tandem (eg. Lipset hypothesis). In past 20 years, this seems to be false promise. What is happening to democracy?


第5回 Security Dimension of Regionalism (Regional Security Dynamics)

Obama administration called for "rebalance" to Asia-Pacific region. Rise of China is also challenging traditional formula of stability in the region. Is US-China grand bargain on security possible, or do we expect long-term competition?

"East Asian Community" was key concept for East Asian regionalism in 1990s. It attracted people's attention but gradually faded away. Why East Asia could not realize community concept? What is the emerging alternative concept in the region? keywords: ASEAN, ASEAN+3, East Asia Summit


第7回 Regionalism and Institutional Development II

"Indo-Pacific" has been the major regional concept shared among the U.S. Japan, Australia, India and ASEAN. What is the policy dynamics behind the rise of this concept? What kind of variations and policy priorities? How do we see the difference between the Belt and Road Initiative (BRI)?


第8回 Discussion Series I: Territorial Issues

Disputes over sovereignty in East China Sea (Senkaku/Diaoyu Islands) and in South China Sea have been source of tension in East Asia. We will discuss the nature of conflict as well as policy options for potential solution.


第9回 Discussion Series II: History Issues

History issues linger in politics of Asia. Lessons and wounds of Japan's imperial behavior have been a core of historical problems. We will discuss two cases (Yasukuni and Confort Women) to explore the depth of problems.


第10回 Social Dimension of Regionalism I (Movement of People in East Asia)

Peoples' movement is mainly driven by the disparity of wealth. However, immigration and foreign workers face with opportunities and challenges. What are push/pull factors for movement of people?


第11回 Social Dimension of Regionalism II (Pop-Culture and Contents Industry)

Regionalism can be generated by collective identity of people. Such sense of '"we"ness' are based in pop-cultures and contents industry. What kind of contents has Asia generated over past decades and why they attract people?


第12回 Asia in 21st Century (Power Shift and Power Transition)

What is the mid- and long-term trends of power shift in Asia? Many IR scholars refereed to "Thucydides Trap" as warning to frame US-China rivalry as recurrence of history between Hegemon and Challenger. What is the reality?


第13回 Japan and Asia I

Japan is island nation geographically located in Northeast Asia, eastern end of Eurasian continent and western pacific. Geostrategic feature of Japan defined histrical context of how Japan outreached to Asia. Then Japan became a late comer as imperiarist in WWII. The legacy of the war still haunts Japan's position in Asia.
